Community-based natural resource management (CBNRM) is key to ensuring that local communities' livelihoods needs are met through the sustainable management of natural resources. Policies promoting CBNRM mean that government agencies, non-governmental organisations and other service providers are increasingly becoming involved in supporting these communities to form natural resource management (NRM) groups to make progress in areas of resource governance and realise its economic benefits through natural resource based enterprise.

The Civil Society commends the Ministry of Lands for spearheading the important process of developing the Draft National Policy, and affirms that land is central to the livelihoods of most Kenyans and as such its access, use, ownership, administration and distribution are of key national concern. Thus, having critically examined the Draft Policy we do hereby make our position on the way forward on the salient policy proposals of the Draft National Land Policy document.

Although The National Land Policy Formulation Process is concentrated on addressing land issues, the reform agenda requires inter- alia that there are policy directions for establishing an equitable framework for economic growth and access to natural resources. Previous literature on social equity has focused on procedure, distribution and recognition related to land use governance. We propose novel approach to examine social equity by following ideational turn with an aim to explore globally used and locally persistent myths that (mis)inform governance in practice and effect on the three dimensions of social equity for reindeer herding in northern Finland.
