Land Use and Land Tenure in Mongolia: A Brief History and Current Issues

This essay argues that an awareness of the historical relation- ships among land use, land tenure, and the political economy of Mongolia is essential to understanding current pastoral land use patterns and policies in Mongolia. Although pastoral land use patterns have altered over time in response to the changing political economy, mobility and flexibility remain hallmarks of sustainable grazing in this harsh and variable climate, as do the communal use and management of pasturelands.

Community-based Natural Resource Management (NRM) is increasingly becoming an important approach for addressing natural resource degradation in low income countries. This study analyzes the determinants of enactment, awareness of and compliance with by-laws related to Natural Resource Management (NRM) in order to draw policy implications that could be used to increase the effectiveness of by-laws in managing natural resources sustainably. We found a strong association between awareness and compliance with NRM bylaws.

According to the annual report of Huaphan Provincial Agriculture and Forestry Office (PAFO) (1999), despite land allocation, some villages are still practising shifting cultivation. To address this problem many decrees and regulations on land and land use have been developed and declared. The land allocation (LA) programme is one of these initiatives. So far, no effort has been made to evaluate whether the LA programme could facilitate change in land use and land management. The major objective of this study was to assess the impact of the LA programme on land use and land management.

The 26 December 2004 earthquake and tsunami devastated the lives of millions. With considerable determination, local communities have joined national and international organizations and governments to bring relief and start the recovery work. FAO has been involved in assisting the affected countries in numerous ways so that agricultural activities may be resumed. While short-term assistance is indispensable, strategic planning for medium and long-term rehabilitation in collaboration with partners and governments is required for appropriate intervention.

The use of satellite imagery can substantially improve knowledge on changes in forest area as a result of deforestation, afforestation and natural forest expansion. This summary outlines some of the initial findings on forest land use and land-use change of a global remote sensing survey carried out to complement the country reporting process as part of the Global Forest Resources Assessments led by the Food and Agriculture Organization of the United Nations (FAO).
