Land survey and settlement is an irregular work therefore most land owners are ignorant or unconscious about this matter, as a result later on they fall in trouble about ownership. Especially, poor and marginalized land owners are mostly affected. At the time of survey the land owner face a great problem if the land is not recorded properly. Participation of people are really limited in most publicly administrated government works. As there is no participation of people, lots of great idea turn into failure. It is important to know and understand any people related works.

Conventional notions of the ‘land parcel’ have been extended: previously unrecognized tenures including customary, nomadic, or communal interests are now incorporated into the concept. Technical tools including the Social Tenure Domain Model (STDM) enable these new understandings to be operationalized in land administration systems. The nomadic pastoralists of Kenya’s dry land regions illustrate where these new approaches can be applied.

ABSTRACTED FROM EXECUTIVE SUMMARY: Since its establishment in 1999, the Human Rights Commission of Malaysia (SUHAKAM) has been dealing with allegations of violations to indigenous customary rights to land, many of which have not been resolved. SUHAKAM in 2010 therefore decided to conduct a National Inquiry into the Land Rights of Indigenous Peoples (the Inquiry) in Malaysia as it is of the view that the issue could not be resolved using piecemeal approaches or addressed on a case by case basis.

This fact finding mission had been organised to investigate the challenges facing pastoralists in Rufiji District, the challenges which have been defined as the source of conflict in this district. Although pastoralists had arrived in Rufiji since 1990’s but they officially went there and other places in Coastal and in Lindi Regions after they had been evicted from Ihefu and Kilosa in 2006-9. The Government, through their operation, announced to prepare areas for pastoralists and also to set all necessary and potential services for them to survive In Lindi, Ruvuma and Pwani Regions.
