The Act makes provision for town and country planning and the control of development. "Development" in this Act means "carrying out of building, engineering, mining or other operations in, over, or under land or the making of any material change in the use of any buildings or other land or the subdivision of land".

This Order establishes competence of the Federal Veterinary and Phytosanitary Supervision Service related to state land survey of agricultural land. State land survey shall be carried out in the form of inspection by the authorized bodies. This Ministerial Decree regulates the modalities of lease of public forest land to natural and legal persons. Forested and unforested land can be granted on lease for reforestation in accordance with contract for the period of 10 years.

This Act provides for revoking certain areas as parts of State forests (including national forests) and flora reserves and transforming them in national parks or including them in existing national parks or nature reserves.
