The scope of the Act is to improve the living standards and the opportunity of earning of persons involved in agriculture or forestry in specific "skolt" areas in Northern Finland in proximity of the Russian border. Farmers may apply for land or incentives (sect. 5). Provisions of Chapter II deal with the distribution of land and its use.
