The purpose of this Decree is to improve control over land protection and conservation. The aforesaid control shall be carried out either by state land inspectors or by social land inspectors. The latter shall be volunteers selected from the personnel of local self-government, state institutions and organizations aware of land legislation.

This Decree contains description of the principles of cadastral division of the national territory with a view of keeping state land cadastre. Cadastral division of the national territory shall be composed of the following units: (a) administrative and territorial subdivision; (b) cadastral districts; and (c) cadastral blocks.

El presente Decreto aprueba el Reglamento del Registro Público, que tiene bajo su competencia la registración y la expedición de certificaciones acerca de la constitución, modificación y extinción de derechos sobre propiedad inmueble, hipotecas comunes y de cédulas, sociedades mercantiles y civiles, asociaciones civiles, poderes de personas físicas y concesiones de la zona marítima terrestre.

These Regulations implement provisions of the Registration (Strata Titles) Act in relation with the application for the registration of titles and leases and fees.

The Government decrees to establish that Federal Land Cadastre Service is the Federal Executive Body in the field of state management of land resources that carries out special (executive, control, authorization and other) functions as regards keeping up of state land cadastre and state registration of immovable property situated the plots of land, land survey, state cadastre valuation of land,

The Government, for the purpose of putting into order state cadastre valuation of land on the territory of the Russian Federation, decrees to validate the Regulation.

The Government, for the purpose of introduction of economic methods of the management of land resources and the improvement of state management of land, entitles the State Committee on Land Policy to carry out in the period of 1999-2001 state cadastre valuation of all categories of land for the purpose of taxation and other purposes established by law.

These Regulations are composed of 10 Chapters, i.e.

El presente Reglamento del Sistema de control estatal sobre la tierra, dispone que la responsabilidad de dirigirlo corresponde a los delegados territoriales y a los delegados municipales del Ministerio de Agricultura.

La presente Resolución dispone que los tenedores legales de tierra con áreas superiores a los 800 metros cuadrados que no cuenten con el certificado catastral emitido por la Oficina Municipal del Catastro, están obligados a presentarlo en la oficinas municipales del Registro de la Tenencia de la Tierra.

The Government decrees that the normative value of land is applicable in accordance with the cases established by the Russian Legislation and is established on the yearly basis by the regional Executive Bodies for land of different destination in accordance with different valuation zones, administrative districts, settlements and their classification.

These measures propose to strengthen land administration, the protection of land rights, and to improve utilization of land in Shanxi. Chapter I provides for administration of land. The local government shall restrict conversion of land for agriculture to land for construction. Chapter 2 concerns ownership of land and land use rights.
