This publication on Secure Land Rights for All demonstrates how secure land rights are particularly important in helping to reverse three types of phenomena: gender discrimination; social exclusion of vulnerable groups; and wider social and economic inequalities linked to inequitable and insecure rights to land. It argues that policymakers should adopt and implement the continuum of land rights because, no single form of tenure can meet the different needs of all social groups.

The 1995 Constitution of the Republic of Uganda is one of the most gender sensitive constitutions in the world, with clear provisions for promoting and protecting the rights of women. This is also the case in relation to women’s land rights – the Constitution clearly vests land in the people of Uganda, including the rights of women to own and inherit land. Other land laws, including the Land Act, recognize and uphold women’s rights to land as individuals, and as part of a family or community.

Gender issues are relegated to the periphery in current debates and approaches concerning the sustainable governance of oil palm in Indonesia. However, ongoing research by the Center for International Forestry Research (CIFOR) points to the critical roles that women play as workers, smallholders and members of affected local communities.
