This Protocol has been adopted by the Contracting Parties to implement the Alpine Convention as regards soil conservation. The Protocol takes into account the functions of the Alpine soil as a natural resource, as an archive of natural history, as a location for agricultural use including pasture farming and forestry and as a source of raw materials.

The present Regional Act lays down the legislative framework in matter of town and country planning, taking into particular consideration, inter alia, the need to preserve the environment and regional landscape, including agricultural lands. The regional territory shall be managed at the municipal, provincial and regional levels. Plans shall be coordinated as provided in article 4. Article 47 concerns the environmental assessment of plans.

In order to ensure the coordination of such different plans, article 3 provides for the setting up of the integrated Regional Territorial System. Plans shall be subjected to environmental assessments, so as to contribute to the protection of the environment and regional landscape.

Pursuant to article 21 of Regional Act No. 26 of 2003, the present Regional Regulation lays down the expropriation procedure applicable to polluted areas that are to be subjected to rehabilitation interventions. The person who is liable for the environmental damage shall be charged with the cost of rehabilitation measures.

The regional territory is divided into different districts for the purpose of planning, performing and managing land reclamation. The interventions to be undertaken are listed out in article 5. The Regional Council shall adopt the regional land reclamation programme in accordance with article 8.

By way of implementation of Directive 96/61/EC, this Legislative Decree aims at the integrated prevention and control of pollution which arises from the activities specified in Annex I. There are established particular measures intended to prevent and reduce emissions into the air, water and land, comprising general principles in matter of waste management. Furthermore, the Legislative Decree regulates the issue and renewal of the environmental integrated authorization which is required for the installations mentioned in Annex I.
