The SOLindex is the latest evolution in the Land Portal’s mission to make land data open, accessible, and actionable for everyone.
16 December 2024 — Access to land data is vital for effective land governance in an age increasingly dominated by digital information and knowledge. But how much land data is made available for widespread use?
The SOLIndex assesses the completeness and openness of public sector land data at the country level. The Land Portal has developed a data dashboard for users to visualize the situation of land information by country. This interactive data dashboard marks a milestone in a journey that started over a decade ago with our first SOLI research reports.
What does the SOLIndex offer?
- Insights: Track the openness of land information at national levels.
- Visual power: Transform data into clear, actionable visualizations.
- Advocacy and partnership: Work with public sector data custodians to improve access to information.
- Original data sources: Use our research to fuel your own – data sources are named, linked, and described in detail.
There are currently assessments of 25 countries available, with 17 to be added in January 2025. This first iteration is a pilot, and the Land Portal welcomes feedback on the land data and information and user experience
EXPLORE THE SOLINDEX DASHBOARD
State of Land Information (SOLI) program | The SOLIndex scores are derived from the SOLI research methodology, which has been honed over several years of publishing SOLI country reports. In 2022 the Land Portal and the Global Data Barometer co-produced the Land Module, the first global index study to identify countries where land data is lacking or can be improved. The Land Module focused only on land tenure and land use data.
In addition to these two categories, the SOLIndex provides globally comparable indicators for land value data, land development data, and legal and policy information. The SOLIndex data is aligned with Transparency International's Corruption Perception Index, International Land Coalition's LANDex, and the Global Data Barometer. There are also plans for the Global Land Observatory (GLO) to adopt the SOLIndex as one of its indicators.

Introducing the State of Land Information Index
This side event will serve to introduce the Land Portal’s State of Land Information Index (SOLIndex), which measures openness of land data at the country and global level. The aim of this index is to make land-related findings more actionable and to complement existing land governance monitoring systems, such as tools developed by GLTN. The SOLIndex provides an overall indicator that assesses the openness of land data and information at global and country levels. The SOLIndex can be used as a diagnostic and advocacy tool for making land data more open and inclusive in support of good land governance.
This side event will explore the range of indicators that constitute the index, explore strengths, weaknesses, opportunities and threats of the collection of these indicators in an effort to obtain and incorporate feedback from GLTN Partners into the process of validating the indicator.
