This Legislative decree is composed of seven Titles divided in 92 articles. It defines principles and rules related to land use of both public and private bodies. Land is considered to have a socio-economic and ecological function and therefore it must be used in a sustainable manner. The Decree rules on public and private domain and provides land classification.

This Law establishes the purpose, obligations and legal grounds regarding the registration of immovable property and related transactions. The following rights to immovable property shall be subject to state registration: (a) ownership; (b) economic management; (c) operating management; (d) land tenure of at least one year; and (e) servitude for a period of no less than one year.

This Regional Law regulates the issues of transfer of land from one category to another. Transfer of land, except for agricultural land, pertaining to private or municipal ownership, shall be performed by local government. Transfer of agricultural land pertaining to private or municipal ownership shall be performed by the Regional Government.

This Regional Law regulates transfer of land from one category to another, or classification of land plots by categories, including classification as agricultural land, municipal land or private land ownership.
