The 16 sections of the Act are divided into 5 Parts: Short Title, Commencement and Interpretation (I); Administration (II); Persons to Whom this Act shall not Apply (III); Imposition of Property Tax (IV); Returns, Assessments, Appeals, Payment, recovery and Repayment, and Offences, Etc. This Act amends the principal Act with respect to modification of the Adjudication Record (sect. 7), to special powers of the Demarcation Officer (sect. 12) and to appeal against decisions of the Adjudication Officer (sects. 15, 17 and 20). Section 23 concerning the finality of Adjudication Records and subsection 24 concerning appeal in court are repealed and replaced by a new provisions.

The Act restricts leases, assignment of leases or subleases. Any such lease requires the approval of the Leases Approval Committee, established in the Act. In considering applications for approval, the Committee shall have regard to any criteria as well as policy directions from the Minister of Justice.
