Overview of the State of Forests and Forest Management in Azerbaijan derives from the project on the state of forests in the Caucasus and Central Asia and presents the forest resources and the forest sector of Azerbaijan, including trends in, and pressures on forests. The overview describes policies and institutions of forest sector in Azerbaijan and major challenges the sector faces as well as policy responses in place or planned.

This report brings together four studies that evaluate regulatory initiatives with implications for forest-dependent communities from a rights-based perspective. These are: The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 – India; Regulatory initiatives and selected outcomes of judicial processes in Malaysia; The Community Forest Act (2007) – Thailand; and The Indigenous People’s Rights Act (1997) – Philippines. Each study covers law making, content and implementation.

Indonesian forestry challenges in attributional land-use conflicts of overlapping villages and state forests have affected community livelihoods and forest sustainability for decades. This empirical research uncovers the socio-economic attributes of villages in order to gain a better understanding of people−forest relationships in order to guide improved forest management and governance for long-term sustainability. Data were obtained from 69 villages located in the forest management unit of Lakitan Bukit Cogong in South Sumatra Province.

In 2016, Indigenous communities began to gain access to land rights in Indonesia’s vast state forests. The Kajang community of Sulawesi was the first to achieve such legal land status. Kajang also gained attention for its use of PAR to gain consensus across stakeholder groups in securing recognition. The jointly produced local regulation became symbolic for its ability to convene activists and local government, with Kajang Indigenous leaders at the center.
