This Act provides for the establishment of Village and Agricultural Homesteading Program in the Northern Islands. It amends Title 2, Division 4 of the Commonwealth Code so as to insert a new article 9, which designates an Agricultural Homestead Area and provides rules for the use, transfer, etc. of property in the area. Areas shall be allotted to qualified persons for the purpose of establishing and developing village lots or agricultural lots with the right to acquire title upon the fulfilment of the conditions prescribed in this Act.
This Act provides for the control on the development of land and for this purpose establishes the Development Control Authority. "It shall be the duty of the Authority to institute a survey of the State, examining the matters which may be expected to affect the development of the State or the planning of its development and in any event to keep all such matters under review" (sect. 6(1)). For the purposes of subsection (1), the Authority shall prepare a survey of matters mentioned in subsection (1) and a Development Plan as described in subsection (3) of section 6.
These Regulations the licensing of exploration operations in accordance with the National Museums and Heritage Act, 2006 and provides rules for such exploration. The Regulations provide, among other things, that licensee shall not enter into any land, execute any works or destroy or interfere with any crops, cultivations or dwellings on any land without the consent of persons or authorities having any interest or right in or over that land.

Regulation 3 updates the interpretation of "the EIA Directive" in the principal Regulations to include the amendments made to the EIA Directive by Directive 2003/35/EC.
Article 5 shall be amended to add the following wording: “Multi-child family seeking allotment of a land plot for subsidiary smallholding must indicate in the application the location of the land plot in question within the boundaries of inhabited area (smallholding) or outside inhabited area (field land plot)”.

The present Act lays down provisions relating to the implementation and completion of the Federal Agricultural Act of 29 April 1998. In particular, it promotes a sustainable development of agriculture. The text consists of 31 articles divided into 6 Parts as follows: Purpose and competence (I); Agricultural advisory entities (II); Production, quality and marketing (III); Social measures (IV); Improvement of infrastructure (V); Pre-emptive right to purchase land (VI); Transitional and final provisions (VII).
Ce décret charge le Ministère de l'économie et des finances de procéder au relevé systématique de toutes les terres cultivables disponibles du domaine privé de l'Etat et d'en faire dresser le cadastre afin de les lotir et de les distribuer aux familles paysannes nécessiteuses qui en produiront la demande. Cette distribution sera assortie de l'obligation pour ces familles de mettre personnellemnt en culture, dans l'année même, au moins 2/3 des terres dont elles sont bénéficiaires. Les bénéficiaires sont considérés comme des usufruitiers de l'Etat pour une période de neuf ans renouvelable.
Ce Code domanial et foncier porte le statut juridique du sol. Basé sur les principes socialistes, il affirme la propriété du peuple représenté par l'Etat sur la terre. L'Etat possède la pleine et libre disposition du sol, du sous-sol et des ressources naturelles. La propriété privée n'existe que sur les mises en valeur du sol et sur les investissements. Au bout d'une certaine période, l'abscence de mise en valeur justifie un retour au domaine. Sont aussi abolis les droits fonciers coutumiers.
The purpose of the present Ordinance is to regulate the classification of agriculturally used land on the degree of erosion risk by water and wind in Sachsen-Anhalt.
