Le Guide de mediation fonciere s'inspire surtout de l'experience pratique de terrain du programme foncier tel que mene par ONU-Habitat a l'Est de la Republique Democratique du Congo, notamment au Nord Kivu, Ituri et Sud Kivu. Il se refere par endroit aux experiences d'autres pays en situation de post-conflits. Ce guide propose des etapes concretes et des outils utilises lors du processus de mediation fonciere. Le role et responsabilites des acteurs et ‘beneficiaires' de la mediation sont aussi decrits. Les principes et fondements d'une bonne mediation sont mis en exergue.

The Guide to Land Mediation mainly draws its inspiration from practical experience on the ground of the land program conducted by UN-Habitat in eastern Democratic Republic of the Congo, especially in North Kivu, South Kivu and Ituri. It refers, in some places, to other countries experiences in post-conflict situations. This guide offers practical steps and tools used during the land mediation process. A nation formed just 10 years ago, Timor-Leste struggles to overcome complex challenges of land ownership and use rights that were created under Portuguese and Indonesian rule. Competing land claims between individuals, and between individuals and the state, are quite common and occasionally result in armed conflict and deaths. Complicating the problem is the absence of a property rights legal framework in which to address land matters.

textabstractThis paper seeks to unravel the political economy of large-scale land acquisitions in
post-Soviet Russia. Russia falls neither in the normal category of ‘investor’ countries,
nor in the category of ‘target’ countries. Russia has large ‘land reserves’, since in the
1990s much fertile land was abandoned. We analyse how particular Russia is with
regards to the common argument in favour of land acquisitions, namely that land is
available, unused or even unpopulated. With rapid economic growth, capital of

Seasonal changes and ambiguity in property rights over land and natural resources create conflicts in rural communities in eastern Zambia. This study describes how rural households have minimized such conflicts and protect the economic interests of the poor members of the community through collective agreements on how to manage access to land and natural resources. Specifically, this study describes and evaluates the formulation and implementation of bylaws governing the grazing of animals and the setting of bush fires.

The World Bank commissioned this report as part of a set of studies concerned with the Uganda Demobilization and Reintegration Program and the Amnesty Commission. The study represents one element of the set of studies which included the Final Independent Evaluation of the Uganda Emergency Demobilization and Reintegration Project (UgDRP), Reporter Reintegration Survey and Community Dynamics Survey, and a study on the relationship between the Amnesty Commission and its DDR Implementing Partners study.

Water transfers to growing cities in sub-Sahara Africa, as elsewhere, seem inevitable. But absolute water entitlements in basins with variable supply may seriously affect many water users in times of water scarcity. This paper is based on research conducted in the Pangani river basin, Tanzania. Using a framework drawing from a theory of water right administration and transfer, the paper describes and analyses the appropriation of water from smallholder irrigators by cities. Here, farmers have over time created flexible allocation rules that are negotiated on a seasonal basis.
