The Act provides for funding and administrative arrangements relating to natural resources management, with the primary objective of facilitating an integrated approach to such management that is efficient, sustainable and equitable. Part 2 deals with financial assistance from the Commonwealth to a state or to "other persons" for projects relating to natural resource management, and sets forth the various requirements for the agreements which govern such assistance. Part 3 states that the primary mechanism for financing arrangements with "other persons" (meaning, inter alia, associations, authorities, bodies, institutions or other organizations) is to be the Natural Resources Management Account. The Account is to be financed by Parliamentary appropriations, by gifts, by amounts paid in pursuant to any agreement with such "other persons", including amounts earned from the sale of property. Part 4 establishes a Australian Landcare Council to make recommendations to the relevant ministries concerning natural resources management and priorities and strategies for natural resources management.
