These Regulations establish the powers of the Service for the protection of waterways, waste treatment, land reclamation and the prevention of the pollution of nature, and the Service for air and noise pollution, and for high-risk industry, at the Ministry of the Environment. Their powers include: laying down the thresholds and the quality targets for the discharge of certain hazardous substances; drawing up specific programmes with regard to pollutants; the quality of drinking and bathing water; waste disposal and land reclamation; environmental protection; soil protection; controlling pollution; laying down ceilings for exposure to air and noise pollution, and risks deriving from industrial activity.
