This Law provides for the return to former owners or their legal successors, the distribution to workers or ex-workers of collective farms, and compensation of, nationalised property in agriculture and for the reorganization or liquidation of collective farms. Agricultural reform shall be carried out through restitution of land property rights and privatisation of land in accordance with the Land Reform Law of 1991. The stages of reform are: (1) determination of shares in the property of a collective farm; (2) liquidation or reorganization of the collective farm (art. 4). The process of the determination of shares shall consist of the following steps: (i) inventory of the property and the setting apart of a reserve fund for privatisation; (ii) determination of the amount of nationalised property, of persons who are entitles to receive rights or compensation, and return or compensation; (iii) determination of illegally expropriated property and return or compensation; (iv) determination of shares of other persons who are entitles to shares; (v) determination of rest of shares in accordance with article 16 of this Law. A reform commission for each collective farm shall be established under article 5. Article 6 outlines the competence of local authorities in the process of reform. Article 9 regulates compensation for nationalised property. There are three kinds of compensations: Other landed property which has the same value as the expropriated property; shares in the property of a collective farm in he form of a certificate; money. Articles 19 to provide for the reorganization or liquidation of collective farms. Article 22 establishes privileged rights of newly established cooperatives to acquire the assets of collective farms.
