This Chapter regulates the practice of real estate valuation, defines the powers and duties of real estate appraisers and provides for their licensing and certification.The Chapter provides stricter rules and standards for the assessment of value of real property in Guam so as to provide a basis for loans secured by a mortgage. Carrying out an appraisal activity in Guam requires a licence to be granted by the Director of Revenue and Taxation. The Director shall maintain a register of persons certified under this Act. The Director may investigate the activities of real estate appraising and may undertake disciplinary action.
