The purpose of the state land use planning, state land cadastre and land monitoring shall be rational management of land and environmental protection. Basic principles of the state land use planning shall be: (a) respect for the rights of landowners; (b) use of land resources prevalently for agriculture; and (c) creation of favourable conditions for rational land management and improvement of soil fertility. The Act consists of four Sections divided into 22 articles: (1) general provisions; (2) the state land cadastre; (3) land monitoring; and (4) state land survey service. The state land cadastre shall provide local self-government, enterprises, institutions, organizations, and also citizens with the information on: (a) legal status of the plots of land; (b) types of land ownership, land tenure and land use; (c) qualitative and quantitative parameters of the plots of land; (d) land valuation; and (e) other information on land resources. Land cadastre shall be kept by each administrative and territorial unit. Land monitoring shall be integral part of general environmental monitoring and shall represent information system containing data bank on land resources.
