The purpose of these Regulation is to strengthen the management of rural collective-owned assets, and protect the legitimate rights and interests of the owners and operators thereof. The Regulations consist of 6 Chapters: General provisions (I); Ownership of rural collective-owned assets (II); Management right of rural collective-owned assets (III); Administration of rural collective-owned assets (IV); Legal Liabilities (V); Supplementary Provisions (VI).These Regulations govern the administration of all collective-owned assets of township (town) economic cooperation associations and village economic cooperatives (hereinafter referred to as the rural cooperatives). Rural collective-owned assets and the lawful rights and interests of the operators thereof are protected by law. Rural collective-owned assets, may be operated in a variety of methods in accordance with the principle of separation of ownership and operating rights. The management committees of rural cooperatives shall be responsible for the administration of rural collective-owned assets. The functions and duties of the management committees are outlined in Article 19.
