These Regulation is to strengthen the management of rural collective-owned assets, and protect the legitimate rights and interests of the owners and operators thereof. The Regulations consist of 6 Chapters: General provisions (I); Ownership of rural collective-owned assets (II); Operating of rural collective-owned assets (III); Administration of rural collective-owned assets (IV); Legal Liabilities (V); Supplementary Provisions (VI).These Regulations govern the administration of all collective-owned assets of township (town) economic cooperation associations and village economic cooperatives (hereinafter referred to as the rural cooperatives). Rural collective-owned assets and the lawful rights and interests of the operators thereof are protected by law. The rural collective economic organizations shall have the right to decide on the ways by which collective assets are operated and managed, such as contracting, leasing, equity participation, joint venture and joint stock cooperation.
