Currently, urban dwellers in North Africa represent more than 50% of the population and are expected to be more than 60% by 2030. However, the urban system in North Africa is suffering urban primacy. The region is well known for its endowment in mineral deposits such as oil and gas. However, it is also known for being one of the poorest regions in the world in water resources.

The rate of increase of agricultural production, and especially food production, in Africa appears to have slowed down in the last few years. For 1959/60, the latest season for which data are available, provisional estimates indicate that there was a slight fall in production from the level of the previous year. On a per caput basis, food production appears to have fallen below the prewar level for the last three years.

The problem of low productivity is fundamental to the long-term deteriorating trend in agricultural and per capita food production that has characterized African agriculture during the past decades. Widespread desertification and degradation of African farmlands and the present heavy dependence on natural rainfall which are some of the causes of low productivity, reflect the inability of African member States to sufficiently invest in and develop technologies and farming systems suitable for adoption by small farmers.
