This reports examines the opportunities for new sources of funding to support the Ministry of Water and Forests in Morocco. The report examines the current flows of funds between the forestry sector, local communities and the ministry and shows how the ministry does not receive sufficient revenue to implement its forestry policies and programmes. It also demonstrates how some of the fiscal policies currently in place do little to support sustainable forest management. The report presents a number of suggestions about how current policies might be revised and new sources of funding that might be tried. The report is in English, with an executive summary in French.
