The FAO Legal Office provides in-house counsel in accordance with the Basic Texts of the Organization, gives legal advisory services to FAO members, assists in the formulation of treaties on food and agriculture, for which the Director-General acts as Depositary, publishes legal studies and maintains a database (FAOLEX) of national legislation and international agreements concerning food and agriculture (including fisheries, forestry and water).

Regional Decree No. 243 “On the modalities of performance of municipal land control”.

This Regional Decree establishes the modalities of performance of municipal land control by local government. Municipal land control shall be conducted in the form of ordinary and extraordinary inspections of legal persons and individual entrepreneurs. The subject of inspection shall be checking data and information contained in the documentation related to land tenure. The scope of inspection shall be to control compliance by land tenant with compulsory legislative requirements related to land tenure with a view of prevention and suppression of unauthorized transactions with land.

La présente loi modifie l’article 68 de la loi n° 2008-43 du 20 août 2008 pour déterminer l’Autorité chargée de délivrer l’autorisation de construire obligatoire qui est imposée aux services publics et concessionnaires de services publics de l’Etat. Pour l’Etat, les services publics, les concessionnaires de services publics et les projets d’utilité publique, cette autorisation administrative obigatoire est accordée par le Ministre chargé de l’Urbanisme. A cet effet, les maires et les présidents de Conseil rural concernés sont informés.

Decision No. 255 on the procedures for collecting, processing and administering the appropriation acts during restitution and compensation property procedures.

This Decision lays down provisions governing the collection and management of appropriation acts carried out during property restitution and compensation procedures. The Decision is composed of the following two Parts: I) Collection of acts; II) Administration of acts. The Committee for Restitution and Compensation of Property is responsible for the enforcement of this Decision.

Act to amend the Skolt Area Act.

The amendments concern the disposition plan for land acquired under the principal Act, limitation of land property and tenancy rights, and tax exemptions. The disposition plan shall be designed by the planning committee in accordance with section 19(4) of the Nature-based Activities Act (sect. 9). Section 12 provides for the limitation of rights to transfer land that has been acquired under the Act. A legal act involving the transfer of property or tenancy rights without the permission of Rural Activities District Offices is not valid (sect. 12).

The scope of the Act is to improve the living standards and the opportunity of earning of persons involved in agriculture or forestry in specific "skolt" areas in Northern Finland in proximity of the Russian border. Farmers may apply for land or incentives (sect. 5). Provisions of Chapter II deal with the distribution of land and its use. A disposition plan for the land shall be designed by a planning committee, in accordance with section 9 of the Agricultural Units Act (No. 188/77) (sect. 9).
