Para que as intervenções de governança da terra sejam equitativas e sustentáveis, o papel da mulher deve ser ativamente trazido para o primeiro plano. Mas, como se faz isso? E, como você mede isso? Estas são questões colocadas dentro do programa  LAND-at-scale. 

LAND-at-scale, um programa de apoio à governança da terra financiado pelo Ministério das Relações Exteriores da Holanda e administrado pela RVO, Agência Empresarial Holandesa, tem atualmente projetos em andamento em 14 países.  Os direitos das mulheres à terra são um componente crítico em todos os projetos do programa LAND-at-scale. Mas o programa visa ser mais do que consciente em relação ao gênero, e lutar para que os projetos sejam transformadores para o gênero. A fim de aprofundar o que isto significa e como aplicar e medir abordagens transformadoras de gênero no LAND-at-scale, organizamos um webinario reunindo participantes do projeto para discutir a relação entre os direitos das mulheres à terra e os sistemas de monitoramento nos programas fundiários. 

 

Naomi Shadrack, especialista em direitos das mulheres à terra da Oxfam International e líder em abordagens transformadoras de gênero, fez um discurso visionário, compartilhando sua perspectiva e experiências sobre este assunto. Ela explicou o conceito de Liderança Transformativa de Gênero como uma abordagem para assegurar os direitos das mulheres à terra através de mudanças estruturais que transformam as relações e estruturas de poder e apoiam as mulheres a realizar seu potencial de liderança no acesso, controle, gestão e propriedade de terras e recursos relacionados a mesma. É um processo que começa com uma mudança pessoal, permitindo as e os profissionais da terra pensar de forma transformadora e facilitar a transformação da arquitetura do poder dentro das instituições para garantir os direitos das mulheres à terra.


 

 

 

 

"Quando queremos alcançar a Liderança Transformativa sobre os direitos das mulheres à terra, temos que saber que os direitos das mulheres à terra são um direito humano. Os direitos das mulheres à terra ajudam as mulheres a ter acesso a outros direitos, como o direito à alimentação, direito ao abrigo, identidade, segurança alimentar, mas também os direitos das mulheres à terra ajudam as mulheres a obter igualdade de gênero", disse Naomi Shadrack. 

"A liderança transformadora para os direitos das mulheres à terra nos ajuda a consultar as mulheres de forma significativa durante todo o processo do projeto. Desde seu início, o projeto nos ajuda a respeitar a dignidade das pessoas através da Liderança Transformativa, enquanto olhamos para nossas próprias políticas e práticas de poder para garantir que a maneira como estamos implementando o projeto respeite a dignidade das pessoas com as quais estamos trabalhando", enfatizou ela.

Naomi Shadrack observou que uma abordagem transformadora de gênero vai além das interações entre homens e mulheres, e que as atividades buscam abordar as necessidades estratégicas das mulheres em termos de gênero e combater as desigualdades estruturais entre os programas. Para facilitar o cumprimento dos papéis existentes baseados no gênero, as atividades visam mudar comportamentos e atitudes para transformar a posição tradicionalmente ocupada por mulheres, homens e outros gêneros dentro de um programa específico. Para isso, são alocados recursos para desenvolver habilidades e aumentar a representação das mulheres em posições de liderança para aumentar seu poder de decisão, controle de recursos e para mitigar quaisquer riscos que possam surgir.

"A liderança transformadora para os direitos das mulheres à terra desafiará o poder e as pessoas que detêm o poder, e nem todos ficarão felizes por seu poder ser desafiado", disse Naomi Shadrack. "Assegurar que o poder seja compartilhado com as e as participantes durante todo o projeto e que as mulheres estejam no lugar do dirigente é o objetivo pretendido". A liderança transformadora para os direitos das mulheres à terra é sustentável porque seus impactos irão além dos projetos do LAND-at-scale", sugeriu ela.

O webinario teve três sessões abertas, uma reunindo participantes francófonos, uma focada no acesso à justiça e outra focada na administração de terras.

O grupo francófono determinou que a prioridade mais importante é integrar as mulheres nos órgãos locais de tomada de decisão bem como mobilizar e sensibilizar aos homens para que aceitem esta abordagem. Além disso, foi ressaltada a necessidade de mudar as mentalidades e desenvolver indicadores mensuráveis de progresso dentro do período do projeto para monitorar esta mudança.

O grupo que se concentra no acesso à justiça sugeriu medir a mudança transformadora pela porcentagem de pessoas-chave que experimentam barreiras à justiça fundiária e a porcentagem de mulheres que têm influência nos processos de tomada de decisão. O grupo concordou sobre a importância de aprofundar e focalizar a agência e a voz das mulheres. 

O grupo de administração de terras destacou os pontos comuns entre países, tanto em termos dos desafios que as mulheres enfrentam quanto em termos de como superá-los. A discriminação de gênero está frequentemente ligada às normas vigentes, e pode ser difícil desafiar comportamentos que estão enraizados em uma mentalidade cultural. Portanto, o governo e líderes locais devem agir como aliados na promoção dos direitos das mulheres à terra.

As principais conclusões desta sessão foram que precisamos trabalhar com as mulheres e perguntar-lhes o que elas querem antes de iniciar a implementação do projeto. É fundamental uma mudança de comportamento para garantir resultados, e isto requer a sensibilização tanto das mulheres quanto dos homens. Finalmente, encontrar maneiras de medir o sucesso dentro do período do projeto continua sendo um desafio, embora as experiências da Oxfam forneçam guias que podem ser replicados para o programa LAND-at-scale.

  • Improved access to justice for land-related conflicts and conflict resolution. Fewer cases of land conflicts and equal opportunities for man and woman;
  • Increased inclusiveness in access to land, land use documentation, land rental and land markets. There is a special focus on women, youth and vulnerable people;
  • Increased knowledge and learning about the effects of innovative approaches and how to scale successful land governance methods that advance structural change;
  • New and improved action-oriented, multi-stakeholder networks. These networks enhance just, inclusive and sustainable land governance.

Process

Ideas for LAND-at-scale can be issued by Dutch Embassies. They should contain the upscaling of successful pilots or innovative pilots with upscaling potential. All ideas should relate to fair, inclusive and sustainable land governance at country, regional or landscape level. Ideas can involve a single intervention or several, related interventions needed to achieve the change wanted.

Dutch Embassies must share ideas for LAND-at-scale with the Netherlands Enterprise Agency. The LAND-at-scale Committee then selects most promising ideas. The Netherlands Enterprise Agency will explore the possibilities to translate ideas into projects. This will be done in close collaboration with embassies and local stakeholders. Once the idea has been formulated into a project strategy, the organisations that will implement the project will be identified. The Netherlands Enterprise Agency manages the projects.

Supported activities

Activities supported by LAND-at-scale contribute to the result frameworks of the Netherlands Ministry of Foreign Affairs’ priority themes. These themes include food & nutrition security, access to justice, private sector development and gender equality. Land governance activities LAND-at-scale supports include:

  • Making existing and new land-based investments inclusive and sustainable;

  • Scaling and piloting innovative interventions that enhance structural change;
  • Capacity development of governmental and non-governmental stakeholders;
  • Improving the position of women, youth and vulnerable people;
  • Joint learning, knowledge exchange and multi-stakeholder action.
  • Lobby and advocacy;

Criteria for support

The criteria for support are included in the LAND-at-scale programme document. To qualify for support, ideas must:

  • follow the annual LAND-at-scale strategic plan and the strategic plans of the relevant Dutch Embassy;

  • contribute to the LAND-at-scale aims;
  • have local support from the key stakeholders;
  • be additional to the market; and
  • not be eligible to apply to other programmes from the Ministry of Foreign Affairs.

Supported interventions will be carried based on the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (VGGT). LAND-at-scale projects will promote gender equality and women’s empowerment. Projects will also give attention to the effects of climate change. Support can be provided in various forms. This includes knowledge exchange, contracts and tailor made grants. Civil society organisations (CSOs), producer organisations, knowledge institutes, governments and companies or consortia may be chosen to carry out the interventions.

Geographic focus

LAND-at-scale is open to all low and middle income countries, except for the countries in Europe. Preference will be given to ideas from countries within the focus regions of the Ministry of Foreign Affairs and countries where LAND-at-scale can build on earlier Dutch supported interventions.

Budget

LAND-at-scale has an implementation budget of €37,5 million and will be open until 2026. The programme welcomes co-financing and cooperation with other demand-driven initiatives that aim to improve just, inclusive and sustainable land governance
