These Regulations amend the Town and Country Planning (Local Development Plan) (Wales) Regulations 2005, which make provision for the operation of a new system of local development plans established by the Planning and Compulsory Purchase Act 2004. Amendments concern, among other things, inclusion of a marine plan prepared by the Welsh Ministers under Part 3 of the Marine and Coastal Access Act 2009 in the list of matters to which the Local Planning Authority must have regard in preparing a Local Development Plan.

The devastating tsunami has shown in a tragic way the great vulnerability and exposed nature of coastal communities to natural calamities. It also has drawn global attention to the poor living conditions of fishing communities and the many threats to the sustainable use of fishery resources and coastal ecosystems. Post-tsunami rehabilitation offers the opportunity to build back better, improve and make more secure the lives of disadvantaged sections of the population and set fisheries and coastal resource use on a sustainable footing.

This Ordinance provides for the control of reclamation and use of the foreshore and seabed.Where a reclamation is proposed, the Director of Land shall prepare and publish a plan delineating and describing the proposed reclamation and the foreshore and seabed to be affected as provided for in the text.The Ordinance provides for: objections to the proposed reclamation; claims for compensation; payment of claims and interests; etc.

This Act authorizes the Marianas Public Land Corporation to enter into agreements by which the Government obtains freehold interest in private land in exchange for a freehold interest in private land to be assigned to a private landowner.Exchange of land shall be authorized for a public purpose as defined by this Act. The Act sets out the conditions at which an agreement may be made and defines some terms of the agreement. The Corporation may exchange land at its own initiative but “protected resources” and adjacent areas shall be excluded from public lands that may be exchanged.
