A new definition of “owner” in relation to land or registered right in or over land is given in article 1, so as now to include also the authorised representative of the owner in Namibia. A minor amendment is made to section 14 concerning acquisition of agricultural land by the Minister in the public interest. A minor amendment concern notices to be given under section 78.

The Act is divided into the following Parts: Preliminary (1); Rural lands protection districts and regions (2); Functional responsibilities (3); Annual State Conference of boards (4); State Council (5); Rural lands protection boards (6); Rates (7); Travelling stock reserves and public roads (8); Stock watering places (9); Impounding of unattended and trespassing stock and abandoned articles (10); Pests (11); Powers of authorized officers (12); Enforcement provisions (13); Administration of functions of State Council and boards (14); Surcharges (15); Miscellaneous (16).

The purpose of these Regulations is to rationally develop urban planning and strengthen the management of urban planning. The Regulations consist of 33 Articles divided into 5 Chapters, dealing with: General provisions; preparation and approval of urban planning; development of new urban districts and the rebuilding of the old areas; legal liability and supplementary provisions.The Regulations provide for the procedures of, and requirements for formulation, approval, amendment and implementation of urban and rural planning.

This Decree validates the rates of maximum permissible rates of concentration of oil in land and soil as follows: (a) for urban land, land of subsidiary smallholding cooperatives, forest land, land of public water fund, agricultural land, environmental protection, recreational land and land of historical and cultural heritage 50 mg/kg; and (b) industrial land, transport, communications, energy, defence and other categories of land 100 mg/kg.

The Regulation approves the tariffs of using pastures and lawns for gazing and other farming activities in accordance with the table attached to this decision. The Ministry of Environment, Forestry and Water Administration is the responsible authority for its implementation.

The Action Plan of Combating Erosion is a national plan with a sectoral approach. The timeframe of the Action Plan is 5 years between 2013 and 2017.

The National Irrigation Policy is a sectoral national policy adopted by the Ministry of Food and Agriculture to address the problems, constraints and opportunities, which cut across the whole irrigation sub-sector; and specifically for informal, formal and commercial irrigation. The Policy’s goal is to achieve sustainable growth and enhanced performance of irrigation contributing fully to the goals of the Ghanaian agriculture sector.

The Government decrees to validate the Regulation. The Committee on Land Reform and Land Resources attached to the Government, the Ministry of Ecology and Natural Resources, the Ministry of Agriculture together with other ministries and bodies concerned must provide for systematic activity regarding exposure and conservation of degraded agricultural land and contaminated land and control over carrying out arrangements for their restoration.

This Act amends the Agricultural (Commercial) Land Reform Act, 1995 by substitution for the definition of “alienate” a new definition and in relation to, among other things: regional resettlement committees; alienation of land by corporations; usufruct; other commercial dealings in agricultural land; expropriation.

These Regulations are formulated in accordance with the Urban and Rural Planning Law of the People’s Republic of China. The Regulations consist of 7 Chapters, dealing with: General provisions; Formulation of urban and rural planning; Approval of urban and rural planning; Amendment of urban and rural planning; Supervision and inspection; Legal liabilities; Supplementary provisions. The Regulations provide for the procedures of, and requirements for formulation, approval, amendment and implementation of urban and rural planning.

These Regulations implement, in relation to projects for the use of uncultivated land and semi-natural areas in England for intensive agricultural purposes, Council Directive 85/337/EEC on the assessment of the effects of certain public and private projects on the environment and Council Directive 1992/43/EEC on the conservation of natural habitats and of wild fauna and flora insofar as it applies to such projects. The definition of "project" (reg. 2) identifies those activities which are subject to the requirements of the Regulations.
