Article 5 shall be amended to add the following wording: “In case of sale of plots of agricultural land Regional Administration shall have preferential right of purchase thereof at face value, except for cases of public auction sale and expropriation of plot of land for public or municipal needs”.

El presente Decreto tiene por objeto establecer la Norma ambiental de calidad de suelos para diversos usos, a fin de proteger la salud humana y los ecosistemas, definir los niveles genéricos de referencia y los límites máximos permisibles de contaminantes químicos en el suelo, establecer los métodos a utilizar en los análisis químicos y microbiológicos y especificar los contenidos de informes preliminares de situación, de caracterización y de remediación de suelos.

Article 6 shall be amended to add the following wording: “Plots of land out of stock of public or municipal agricultural land shall be allotted to natural and legal persons in conformity with Land Code of the Russian Federation”.

This Law provides for the establishment of the General Directorate of Land Registry and Cadastre under the Ministry of Public Works and Settlement. It sets forth the principles and procedures of the establishment duties, powers and responsibilities of the General Directorate. The Law also covers provisions regarding the renewal and update of cadastral work of the immovable property, the creation of land registry and further sets forth principles and procedures for archiving, protection and mapping.

The purpose of these Regulations is to regulate the contracted management of rural land and guarantee the legitimate rights and interests of the contracting parties.

Article 4 shall be amended to add the following wording: “Maximum allowable agricultural land area dimensions shall not be applicable to agricultural land plots allotted to peasant farms for farming”.

Article 1 (1) shall be amended to add the following wording: “Regional Legislative Assembly shall establish the modalities of calculation of land charges pertaining to regional property, and land charges for public land with undelimited property, in case of sale of land plots to lease holder upon expiry of three-year period since the moment of conclusion of lease contract on condition of purposeful land tenure”.

Law amending and supplementing a number of articles of the Land Law. Amendments of the principal Law concern ownership of land by the people of Vietnam and management of land by the State (art. 1), protection of land use rights by the State (art. 3), assignment of land by the State to organizations, households and individuals (art. 4), and exemption from payment of land use levy (art. 22). Three new articles are added to the Law after article 22: they further specify when payment of land use levy is due. Four new articles are added to the Law after article 78.

The Decree-Law is set in bold-type and the Decree is set in normal characters. In order to safeguard real estate rights and statutory interests, the register of real estate contains data on all immovable property in the country, on rights in connection thereto and other relevant information. Certain rights come into being through registration.

Article 7 shall be amended to add the following wording: “Plots of agricultural land out of stock of land pertaining public or municipal property shall be allotted to natural and legal persons in accordance with the modalities set forth by Land Code of the Russian Federation”.
