Forced Evictions - Towards solutions?

This publication is the second report of the Advisory Group on Forced Evictions (AGFE) to the Executive Director of UN-Habitat. It contains follow-up information on eviction cases documented in the first report, 15 new cases, and a detailed analysis of the current global situation regarding forced evictions and successful counterstrategies, methodologies and tools to stop and prevent forced evictions.

The crisis that engulfed the Central African Republic (CAR) in the end of 2012 resulted in the perpetration of gross human rights violations, including the widespread looting and destruction of homes. As people fled the violence they left behind land which others occupied illegally. More than a year after the height of the crisis, approximately 440,000 Central Africans continue to be internally displaced. Almost half a million are refugees in neighbouring countries.

It focuses on land conflicts including killings, harassments, land-related detainments, and evictions experienced in the seven countries. It also includes interventions and principles which ANGOC and LWA call for the government and institutions to adhere to in addressing such issues.

Incomplete Contracts and Investment : A Study of Land Tenancy in Pakistan

When contracts are incomplete, relationship-specific investments may be underprovided due to the threat of opportunistic expropriation or holdup. The authors find evidence of such underinvestment on tenanted land in rural Pakistan. Using data from households cultivating multiple plots under different tenure arrangements, they show that land-specific investment is lower on leased plots. This result is robust to the possible effects of asymmetric information in the leasing market. Greater tenure security also increases land-specific investment on leased plots.
