This is the report relating to the facts finding mission conducted by HAKIARDHI and LHRC as an intervention in response to an outcry from the villagers at Namwawala village in Kilombero district, Morogoro region, owing to the alleged plan of the government to take possession of the village land for investment purposes.

The land tenure system of Tanzania has passed through different historical milestones which form the basis for the analysis of the land tenure regime in general and tenure relations for land owners and users in particular in the past eight decades. The history dates back to 1923 when the British colonial legislative assembly enacted the Land Ordinance cap 113 to guide and regulate land use and ownership in Tanganyika which was their protectorate colony. Prior to this law, all the land in Tanzania was owned under customary tenure governed by clan and tribal traditions.

To ensure that there is sustainability at the community level in its land rights and governance training programme, Land Rights Research and Resources Institute (HAKIARDHI), a Tanzanian national level organization that spearheads land rights of small-scale producers, uses land rights monitors (LRMs) in its program areas. In each of the selected villages of the program districts, two LRMs (a man and a woman) who have received land rights training from HAKIARDHI are democratically elected by villagers.

This analytical paper explores how political economy analysis can help practitioners make sense of the issues, and distils insights from practical experience on how legal empowerment initiatives can rise to the challenge.

Nas últimas duas décadas, a economia de Moçambique tem crescido a taxas relativamente elevadas, a uma média anual superior a 7%, quase duas vezes mais depressa do que a média para a África Sub-Sahariana, e continuou a crescer rapidamente mesmo com a crise económica internacional prolongada que tem afectado as economias mais desenvolvidas na última década. Além disso, tornou-se numa das três economias africanas que mais investimento directo estrangeiro (IDE) e empréstimos comerciais do sistema financeiro internacional recebe.

Despite progressive provisions on gender equality in Tanzania’s land laws, women have little representation in land allocation decisions, including meetings of village councils and village assemblies. Mainstreaming gender in local regulations can help to address this problem.

Specific objectives of the study included reviewing the state of implementation of CAADP in Tanzania in the context of on-going multiple development initiatives; identifying and analyse gaps on policies and frameworks related to CAADP implementation; making objective analysis of commitment of the Government of Tanzania to 2003 Maputo Declaration; and assessing engagement of small scale farmers in CAADP process in Tanzania

The main objective of this study was to assess the impacts of biofuel investments in local livelihood systems and local economy in Tanzania.

This report provides a synthesis of three country level case studies (Namibia, Senegal, Kenya) carried out in African countries as a part of the overall legal review of Indigenous People’s and Community Conserved Territories and Areas (ICCAs). This regional synthesis report also incorporates information and material from other African countries’ experiences with ICCAs, as documented in a range of other studies and publications.

 One of the most wellknown biofuel investments was that of Bioshape, which acquired approximately 34,000 ha in Kilwa District for the cultivation of jatropha.

In this publication two pioneering grassroots organisations from northern Tanzania examine and present their experiences and insights from their long-term work to secure the land rights of hunter-gatherer and pastoral communities. The case studies were presented at a one-day learning event held on 5th October 2012, when Pastoral Women’s Council (PWC) and Ujamaa Community Resource Team (UCRT) joined together to share and reflect on their work to secure land rights, to learn from each other, and to identify ways to build on their achievements moving forward.
