The Law consists of 25 Articles. The present Law determines the juridical, organizational and economic peculiarities of leasing and is aimed at attracting investments on the basis of leasing activity. Enterprises and other property complexes, buildings, structures, equipment, transport means and other movable and immovable property pertaining to the main means can be subject to leasing. Plots of land and other natural objects and also the property prohibited for free circulation in Turkmenistan or for which the special order of circulation is set, can not be subject to leasing.

Majlis Oli (Parliament) decrees to make the following amendments: In the issue “a” of the first part of the Article 17, third and sixth parts of the article 31, second part of the Article 70 and in the Article 73 the wording “Attestation on the right of land use” must be substituted with the wording “Certificate of the right of land use”.

Amends: Land Code No. of 1996. (2008-01-05)

Directive No. 245-TTg on urgent work to be done concerning the management and use of land by those local organizations which have been allocated land by or have leased land from the State.

The Directive aims at preventing illegal expropriation, misuse or abuse of land and mismanagement of land rent, by ordering and providing for an inventory of all organizations and individuals that have been assigned land by the State or are directly managing and using land; those same organizations or individuals are compelled to provide the competent Authorities with the total land area measurements, the use they are doing of that land and to comply with land lease payment.

Ley Nº 25.743 - Protección del patrimonio arqueológico y paleontológico.

La presente Ley tiene por objeto la preservación, protección y tutela del Patrimonio Arqueológico y Paleontológico como parte integrante del Patrimonio Cultural de la Nación y el aprovechamiento científico y cultural del mismo. En lo que se refiere al patrimonio paleontológico, éste está constituido por los organismos o parte de organismos o indicios de la actividad vital de organismos que vivieron en el pasado geológico y toda concentración natural de fósiles en un cuerpo de roca o sedimentos expuestos en la superficie o situados en el subsuelo o bajo las aguas jurisdiccionales.

Decision No. 01/2004/QD-BTNMT on the Natural Resources and Environment Ministry's Action Program for materialization of the conclusions of the 6th Plenum of the Party Central Committee and the Government'sAction Program on Science and Technology .

The Decision provides for planning, management and conservation of the natural resources in Vietnam, through the educational, economical, institutional and environmental improvement and innovations. Main objectives of the Action Plan shall be land management and conservation, the up-dating of cadastre and an improvement of the land use rights; water resources both surface, ground and rainwater proper use and management, definition and of mineral resources.

This Law establishes the norms for the previous State approval of land parcelling projects for urban purposes in the areas declared of special interest for environmental protection. The Law, composed of 5 articles, individuates the binding norms for the approval process focused on vegetation protection, soil natural composition and conservation of lakes, ponds, lagoons, water courses and their related waterfront zones.
