Research in the various agricultural experiment stations in Ethiopia has convincingly shown that the wheat variety is in many respects inferior to imported varieties (lower yield, weaker stems, more susceptible to rust, short stalks, small heads etc.) and required to be replaced for upgraded.

Over the last two decades* Africa has gradually lost its ability to feed its population and finance its investment for its agricultural sector. It is increasingly depending on industrialized countries for its needs. At the same time, earnings from major export crops have drastically fallen while external debts of many African States have multiplied over the last decade.

This report seeks to look at both sides of the picture to help member countries gain an insight into the principal factors which facilitated or hindered the Plan's implementation during the period 1980-19*5. Food insecurity is expected to accelerate substantially in sub-Saharan Africa where available evidence suggests that environmental degradation such as soil erosion, desertification and deforestation is seriously depend for increasing their agricultural productivity. As a result, about 44 percent of Africa's population live below the poverty line earning an income of about $39 per month.
