This Act provides principally for the control on the development of land and the planning of development in the Cayman Islands. For this and other purposes, it establishes the Central Planning Authority and the Development Control Board. The Act also concerns acquisition and disposal of land for planning purposes. The Board or the Authority, as the case may be, shall assess and grant permission for proposed development.

This Decree approves the General Regulation for Urban and Rural Territorial Plans (REPTUR). The Regulation, consisting of 6 chapters, establishes the requirements to be satisfied in order to perform territorial management and any public or private activity, programmes or projects to be realized within the territory of Angola, as prescribed by Law No. 3/04. This Regional Law establishes price of agricultural land pertaining to public or municipal property, minimum lease period thereof, and procedure of conciliation on location of agricultural land plots allotted as land share in common land property. Minimum lease period for arable land, hayfield, pasture and other categories of agricultural land shall be 3 years.

This Regional Law establishes that minimum land area of newly consolidated agricultural land, including reclaimed land, allotted on condition of ownership or lease shall be 5 ha. Maximum land area of agricultural land that can be allotted or purchased by a single citizen and (or) a single legal person shall be determined in accordance with the type of agricultural activity and specified in the Annex to this Regional Law.

This Regional Law shall be applicable to turnover of agricultural land pertaining to public or municipal property. Privatization of agricultural land pertaining to public and municipal property can be performed 49 years after the date of entry into force of this Regional Law. Distant pastures shall be excluded from privatization. Agricultural land parcels can be expropriated from the owners if it remains unused or non-purposefully used for the period of three years.

This Regional Law regulates the issues of state support of agricultural land fertility. Owners and tenants of agricultural land parcels shall have the right: (a) to carry out agrotechnical, agrochemical, land reclamation and antierosion conservancy arrangements for land improvement; and (b) to obtain from state bodies information related to the state of soil fertility.
