These Regulations, which apply to England, are made pursuant to section 98 of the Environment Act 1995, and provide for a grant to be made to any person who enters into an agreement with the Secretary of State requiring him to carry out activities which are conducive to a specified purpose on land in which he has an interest. The specified purposes are the conservation of the natural beauty or amenity of the countryside and the promotion of the enjoyment of the countryside by the public. Four pilot areas have been designated to reflect different uses of agricultural land in England.

The Long title is changed as per possession, sale, transport; Section 16A is added , dealing with the provisions for transporting tea; Section 45 has been replaced with new text and provides penalties to offences under this Act; Section 48 of the principal enactment is repealed and replaced by a new one on the Compounding of Offences.

This Decree specifies instructions that apply to farming and horticulture. In the storage and use of animal manure, Annex 1 must be complied with, in addition to what is laid down in sections 4-6. Annex 3 also makes recommendations on procedures related to the use of animal manure. Instructions concern storage of animal manure, application of animal manure on land amounts of fertilizer to be used, location of sheds and outdoor yards for animals, and analysis of nitrogen analysis. Farmers must keep a record of the amount of nitrogen fertilizers used on their fields and of crop yields.

The Act concerns the proper use of agricultural land, the establishment of the Land Development and Utilisation Commission as a control organ, and powers to enforce rules regarding the use of land.The Act consists of 23 sections divided into 4 Parts: Preliminary (I); Development and utilisation of land (II); Land Development and Utilisation Commission (III); General provisions (IV).The Land Development and Utilisation Commission, established under section 11, may with approval of the Minister responsible for agriculture, designate agricultural land under section 3.
