This Act makes provision with respect to a wide variety of matters regarding land in Uganda such as land tenure, customary ownerhip, grant of land in freehold, management of communal land, management of land by the Uganda Land Commission, land-use control and functioning of land tribunals.

The present Act provides for the procedures related to expropriation and the management of abandoned land. It addresses matters related to compensation and regulates the use of expropriated lands. The text consists of 54 sections divided into 4 Parts: Acquisition and abandonment of land (I); Compensation (II); Entry and possession (III); Use of land (IV).

This Act concerns acquisition of privately-owned land for public purposes and related matters such as (assessment of) compensation. If the Governor considers that any land should be acquired for a public purpose he or she may, with the approval of the Legislative Assembly, cause a declaration to that effect to be made and that declaration shall be conclusive evidence that the land to which it relates is required for a public purpose. This Act concerns adjudication procedures and registration of rights and interests in land in areas as defined by Order of the Governor. The Adjudication Officer shall be in charge of the adjudication. The Adjudication Area shall be divided by this public officer in into two or more adjudication sections. Except with the consent in writing of the Adjudication Officer, no action concerning land or rights to land in an adjudication section shall be begun in any civil court until proceedings under this Act have been completed.

This Act makes provision for the registration of land and related matters. It also defines certain rights relating to land and the effect of registration. The Act establishes a land register, which shall comprise a register in respect of every parcel which has been adjudicated in accordance with the Land Adjudication Act, 1978 and a register of leases required to be registered by this Act. Various provisions concern leases of registered land and charges on land.

This Act provides for the imposition of an annual levy on land owned by an absentee (as defined by this Act. The levy shall be charged on the unimproved value of the land, i.e. the capital sum that might be expected to be offered for the fee simple with vacant possession of the land at a bona fide sale on such reasonable terms and conditions as a bona fide seller would require, it being assumed that no improvements had been made on or to the parcel of land. The Act allows for objections to be lodged against assessment of value.

This Act provides for procedures for the removal of squatters from land. Any person who claims possession of land which he or she alleges is occupied by a person who entered into or remained in occupation without his or her licence or consent, or that of any predecessor in title, may make application to the Court to recover possession of the land. The Act also defines powers of the police force to enter on to land in the possession of trespassers and remove them and their belongings.

Dubbed "Land Grabs" by the media, these commercial land acquisitions, in which investors buy up or lease vast swaths of land in developing countries to develop super-sized farms, pose particular danger for subsistence farmers, women and other pastoralists in developing countries, many of whom have been using their plot of land for generations but have no formal paperwork to prove their legal ownership of the land.

El presente Acuerdo establece de manera obligatoria el control y manejo de plantaciones abandonadas, presumiendo que una plantación se encuentra abandonada cuando la persona natural o jurídica que haya obtenido el certificado de registro como productor o productor-exportador no lo haya renovado.
