The Department of Revenue and Disaster Management, Government of Haryana deals with maintaining   and  updating   of   revenue   records,   transaction   by   way   of   sale,   mortgage, collection   of   revenue,   consolidation of   holdings,   etc.   The   functionaries   of   Revenue department come   into   close   contact   with   general   public   in   connection   with   various ctivities/  transactions  dealing  with  immoveable  property.

This Briefing Paper is based on the outcomes and lessons from projects recently completed in Mozambique, funded by DFID’s LEGEND programme, wider analysis conducted by that programme, and the knowledge and practical experience of the authors. The briefing is a summary of a longer Policy & Practice Paper by Norfolk, S., Quan, J. & D. Mullins (2020), “Land Policy and Practice in Mozambique: Options for Securing Tenure and Documenting Land Rights”.

The illegal and irregular allocations of public land as chronicled in the Ndungu Report amount to a rip-off that dwarfs the Goldenberg and Anglo-Leasing scandals. Our analysis in this first issue in the series covers Karura, Ngong Road and Kiptagich forests and suggests a loss of public resources in excess of Ksh.18.4 billion. The Ndungu Report covers ten other forests as well as other public land, ranging from road reserves to cemeteries to public toilets and even State House land. As we cover these in future issues of the series, the cumulative loss will certainly be astounding.

The first set of the land laws were enacted in 2012 in line with the timelines outlined in the Constitution of Kenya 2010. In keeping with the spirit of the constitution, the Land Act, Land Registration Act and the national Land Commission Act respond to the requirements of Articles 60, 61, 62, 67 & 68 of the Constitution.

This paper is one of three thematic case studies resulting from a set of pilot projects undertaken jointly by civil society and private business partners from 2016–2019 in five countries in sub-Saharan Africa. Within this special initiative, RELAPU is part of the Global Programme on Responsible Land Policy presently implemented in eight countries.

The narrative of rapid urbanisation in relation to inadequate planning, governance and management regimes in Nigeria is well-rehearsed. The combination of customary and colonial practices, outdated policies and plans and entrenched attitudes is typically regarded as a problem without clear or universal solutions. The aim of this report is to elucidate the urban land administration and planning debate in the country by examining the issues based on literature review and views of key urban sector stakeholders from six cities obtained through interviews.
