Access to and secured long-term rights to use land are an essential precondition for rural development, food production, security and social peace. The distribution and use of land is fundamental in rural areas and connected to a variety of thematic areas targeted in the Sustainable Development Goals.
Co-organized by FAO, UNCCD, TMG and the Land Portal, this side event specifically aimed to discuss how integrating the VGGT into land degradation neutrality (LDN) initiatives can re-ignite momentum to enhance tenure security and unlock multiple social, economic and environmental benefits.
Once again International Development organizations (World Bank, IFAD, FAO, USAID, GIZ and others) came together to discuss the Voluntary Guidelines, which were approved in May2012. An indisputable success of this was to have also associated the largest peasant movement, La Via Campesina, which from the day of approval enthusiastically applauded this process.
This data story investigates the challenges to align action on land degradation and tenure security based on the screening of available datasets in both domains.
This data story scrutinises some of the impacts of the VGGT. It highlights available data on how the VGGTs have been used, how associated project work incorporates the guidelines, and whether implementation has resulted in tangible change in the security of land tenure for communities around the world.
Scaling is at the heart of both the name as well as the strategy of LAND-at-scale (LAS). Scaling and scaling potential are key in the way the program was designed and is reflected in the three pillars chosen to realize the aim of the program.

The 15th session of the Conference of Parties (COP15) to the United Nations Convention to Combat Desertification (UNCCD), is taking place in Abidjan Côte d’Ivoire, from 9 to 20 May 2022. Almost ten years ago, global donors who were focused on the role of land and property rights in promoting economic growth, mitigating food insecurity, and addressing climate change issues, came together in a United Nations (UN) body to negotiate an international agreement for voluntary guidelines to strengthen and secure land rights.
In many parts of the world, large-scale projects such as agribusiness plantations, mines and infrastructure have heightened the policy imperative to recognise the rights of socially, politically and juridically marginalised people – from small-scale farmers to forest dwellers, pastoralists, artisanal fishers and people living in informal settlements, including many who identify as Indigenous Peoples. Yet effective responses to land justice issues often require not just securing certain precarious rights, but also addressing imbalances between the rights and obligations of different groups. Land rights are typically subject to limitations and come with obligations, and it is this interplay of rights, limitations and obligations that underpins many of the most difficult challenges.
