La Ley limita el desarrollo urbano en las zonas rurales. A tal fin, las municipalidades deberán identificar, sobre la base de criterios reglamentarios, suelos no urbanizables en las zonas rurales (art. 2º). Los usos en suelos no urbanizables se clasifican en permitidos, autorizables, incompatibles o prohibidos, en función de la compatibilidad del uso propuesto con la utilización de esos suelos para otros fines (art. 3º).

De conformidad con lo dispuesto en la presente Ley, todos los títulos de reforma agraria, provisionales o definitivos, entregados a los asignatarios del proceso de reforma agraria serán considerados como el instrumento que les otorga la propiedad de la tierra y el derecho de poder ejercer la plena disposición del dominio y posesión; en consecuencia, dichos asignatarios podrán vender, traspasar o heredar (art. 2º). Todos estos títulos deberán ser inscritos ante los registradores de la propiedad inmueble, so pena de que toda transacción relativa a las tierras en cuestión se consideren nulas.

This Act makes provision for some aspects relating to the settlement on land. The Cabinet may, by Order, declare any area of Crown land to a settlement area. A settlement area shall be destined for the settlement of small agricultural holdings and the land allocated shall be subject to restrictions as to the disposal of the land and crops thereon. The Act further provides for regulation-making powers of the Cabinet.

The present Law guarantees voluntary choice and setting up by persons that have the right to be allotted land share and property share pertaining to the property of kolkhozes, sovkhozes, inter-economic and other agricultural enterprises economic entities (enterprises) of any organizational and legal form. Portugal is hereby authorized for a period of eight years to carry out in the regions referred to in the Annex attached a programme for the conversion of land currently under arable crops to extensive livestock production, up to a maximum of 200 000 hectares. To this end, Portugal shall be allotted a specific autonomous national reserve. Further provisions describe the procedure for obtaining premium rights.

The President, for the purpose of increasing production of agricultural commodities, decrees that the Committee on land resources attached to the Government together with Hukumats of the regions, towns and districts should allocate to citizens till February 1, 1996, 50 thousand hectares of irrigated and dry arable lands for personal farms (without the right to build houses and other establishments of household and domestic purpose, planting and cutting of fruit and forestry plants) according to the established order.

Padi Cultivators (Control of Rent and Security of Tenure) Act, 1967 (No. 528)

The present Act makes provisions in matter of tenure of lands intended for padi cultivation, with a view to controlling related rent and security of tenure. Sections 3 to 10 lay down rules concerning tenancy agreements by which a landlord agrees to let and a tenant agrees to take any padi land for the purpose of cultivating padi. Tenancy agreements must be concluded in writing and in compliance with the form prescribed by Form A of the First Schedule. After its conclusion, the agreement shall be registered.

Land reclamation activities represent a permanent instrument intended for the development, the protection and the improvement of agricultural production as well as for soil conservation and the protection of the environment and its natural resources (art. 1). To this end, the present Regional Act sets out new provisions for delineating the land reclamation districts falling within the regional territory. In addition, the Act regulates the establishment and functioning of Reclamation Consortia, which shall draw up projects and provide for the execution and management of reclamation works.
