Forced Relocation in Papun District

SLORC has seriously stepped up its campaign to clear the entire rural population out of Papun District and make the entire area a free-fire zone. Since December 1995, orders have been issued to every rural village under SLORC control from Kyauk Nyat in the north to Ka Dtaing Dtee in the south, from the Salween River (the Thai border) in the east to at least 10 km. west of Papun - an area 50-60 km. north to south and 30 km. east to west. This area is rugged hills dotted with small villages, averaging 10-50 households (population 50-300) per village.

The present Law regulates conditions and modalities of ownership, use and disposal of immovables as well as relations regarding other rights relayed to immovables. Relations connected with use and conservation of soil, subsoil, forests, vegetable kingdom and wildlife, water, airspace, territories on which monuments pertaining to cultural heritage are situated are regulated by the present Law and other legislative acts of the Republic of Armenia. Legal status of immovables regards also marine, fluvial-marine and fluvial vessels subject to compulsory state registration.

The Government of Zambia is embarking on an ambitious program of legal and administrative reforms in land policy. Although the need to liberalize the land market is universally shared, the ideas on how to accomplish this transformation are not. Two decades of underinvestment in field research have resulted in the present situation of micro-level data on land tenure and farm-level production, consumption, and resource management inadequate to guide policy decisions.

At 3 to 4 percent a year, the displacement rate for the Slovenian labor force in 1990 93 was higher than that for the North American labor force during a major recession in the 1980s. But patterns of displacement were similar.Unusually rich administrative data sets covering both firms and workers enabled Orazem, Vodopivec, and Wu to study displacement in Slovenia during 1987 93.They describe displacement trends and the characteristics of displaced workers, comparing them to those in North America during a major recession.

This monograph examines the construction, operation and maintenance tasks that shape the nature of locally managed irrigation systems. The objective of the book is to identify relevant experiences and lessons for staff who are responsible for working with locally managed systems in three types of programs: direct assistance to existing locally managed irrigation systems, turnover of public owned systems to local management, and transfer of partial management to farmer groups within larger systems that remain publicly controlled.
