This Law provides for urban land subdivision. It consists of 10 Chapters specifying urban land subdivision requirements, divided as follows: Definitions (Chap. 1); Urban land requirements (2); Subdivision planning (3-5); Land registration (6); Contracts (7); General provisions (8); Penalties (9); Final provisions (10).

The Act aims to ensure that the country's land and natural resources are exploited on the basis of social protection and development, by promoting local development, employment and business activities and by monitoring air, water, soil and noise pollution.

The present Law regulates temporary occupation or acquisition of real estate, property rights or personal rights relating to the implementation of works of public interests.
