This Regional Law establishes that regional executive bodies and local government must prohibit capital construction without application of special protection arrangements for the prevention of negative impact of water on land areas subject to natural disasters caused by flooding in accordance with the legislative provisions of the Russian Federation.

This Regional Law lists categories of citizens that shall have the right of allotment of plots of public or municipal land free of charge within the boundaries of urban areas. This Act amends the Land Leases Act [CAP 163] in relation with a premium to be paid by the lessee or the registered proprietor to the lessor prior to the issue of a new lease.
