The Proclamation is divided into 6 Chapters: Introduction (1); Public Ownership of Rural Lands (2); Establishment of Associations for the Implementation of the Proclamation (3); Powers and Functions of the Minister of Land Reform and Administration (4); Communal and Nomadic Lands (5); General Provisions (6).The Proclamation declares all rural lands to be the collective property of the Ethiopian people and abolishes private ownership of rural land (sect. 3). Peasant Associations are in charge of the redistribution, cultivation, administration etc. of rural lands.

The Act provides for the protection of farmers whose titles to land are found to be defective. Titles to land for the purpose of farming acquired after the commencement of this Act shall be deemed extinguished if the land is not used for farming for a period of eight years (sect. 1). Where a farmer has, in good faith, acquired any land by customary law or otherwise in a prescribed area for purposes of farming in the period between 1940 and 1962, such title shall be validated notwithstanding any defect in the title (sects. 2-1). El Fonde de Tierras (FONTIER) es una asociación civil, sin fines de lucro, con personería jurídica, patrimonio y gobierno propio, de duración indefinida y con independencia administrativa, técnica y financiera (art. 1º).

La presente Ley Reformatoria a la Ley de Desarrollo Agrario, consta de 59 artículos reformatorios. En el considerando de introducción se resalta el consenso total respecto a las reformas que la comisión encargada logró entre los diversos actores de la política agraria nacional.

The Act provides for the survey of land. The 47 sections are divided into 8 Chapters: Introductory Provisions (Chap. 1); Administration of the Act (Chap. 1); Duties of Land Surveyors (Chap. 2); Original Surveys and Resurveys (Chap. 3); Division Surveys (Chap. 4); Townships (Chap. 5); Beacons and Boundaries (Chap. 6); General Plans and Diagrams (Chap. 7); Miscellaneous Provisions (Chap. 8).The Minister shall appoint a Surveyor-General to carry out the tasks specified in section 3 (sect. 2). Section 4 makes provision for the establishment of a Surveys Regulations Board.
