The Act provides in Part II for the establishment of a Planning Board (sect. 3) and Planning Authority for each planning district (sect. 5). There shall be 4 types of draft plans for spatial development of land. These are: National Plans; Divisional Plans; Development Plans and Local Plans (sect. 8). The Board shall prepare a National Plan for the Gambia. The Board shall also draft Division Plans for each Division of the Gambia (sect. 11). The Board shall, within the framework of the plans aforementioned, prepare development plans for the area covered by that plan.

The present Decree establishes the composition of the Land Remanagement Committee as well as its main duties, which cover the establishment of the policy for the management and use of the land and the organization of the activity of the Committee at the province and municipality level.

The functions of the Department of Land and House Management are related to the control of the uniform implementation of land and house management legislation and guiding principles. Within said framework, the Regulation establish functions and rights of the Department of Land and House Management (among others, cadastral control, mediation activity among disputing parties, management of the personnel, etc.).

In the area declared to be a Special Development Area, the only permitted forms of development are: (a) agriculture; (b) tourism, and; (c) wildlife reserve (reg. 3). The Land Utilization Authority shall draw up Development Plans for the area. Plans require approval by the Minister and shall be inspected by the Ministry of Natural Resources and the Lands and Surveys Office of Punta Gorda (reg. 4). (5 regulations and a Schedule containing co-ordinates of the area)

These Regulations impose upon local authorities involved in free economic zones the duty: (a) to carry out assessment of the impact on the environment of activities in the zones; (b) improve the zones through land use planning; (c) specify obligations of the contracting parties in economic contracts. The local authorities may formulate local supplementary environmental standards. Article 6 requires foreign enterprises to employ environmentally friendly technology. Article 9 deals with permits for the discharge of polluting substances. (13 articles)

Arrêté des ministres de l'agriculture et de l'équipement et de l'habitat du 31 octobre 1995, fixant les superficies minimales des exploitations agricoles et celles maximales des constructions pouvant y être édifiées.

Cet arrêté fixe les conditions requises pour pouvoir édifier un bâtiment dans les exploitations agricoles, à savoir: le permis de bâtir, la superficie de l'exploitation qui ne doit pas être inférieure à 1 hectare, la superficie couverte réservée aux bâtiments d'habitations qui ne peut pas dépasser 1500 mètres carrés auxquels peuvent s'ajouter 50 mètres carrés par ouvrier permanent ou coopérateur. Toute autre construction ou ouvrage non destiné à l'habitat, est soumise à l'autorisation préalable du Ministre de l'agriculture.

Every person who desires to undertake a development project must obtain a planning permission from the Authority before undertaking the development (comma. 1 of reg. 5). For purposes of paragraph 1, development projects shall be classified in accordance with paragraph 2 of regulation 5. Each application shall be accompanied by appropriate plans (comma. 1 of reg. 6). An application for a planning permission is not necessary for the development of land for agricultural purposes or for forestry (reg. 8).

El Decreto, que consta de 9 artículos, aprueba el Plan de uso del suelo para el Departamento de Santa Cruz. El plan establece las siguientes categorías generales de uso: a) tierras de uso agropecuario intensivo; b) tierras de uso agropecuario extensivo; c) tierras de uso agrosilvopastoral; d) tierras de uso forestal; e) tierras de uso restringido; e) áreas naturales protegidas (art. 2º).

The contracting parties propose to develop cooperation in the fields of environmental protection, sustainable use of natural resources and town and country planning. They promote the development of economic, scentific and technical relations, and support new initiatives and agreements aiming to contribute towards the resolution of global and regional ecological and environmental problems. The Hungarian-Ukraine Environmental Protection and Country-planning Cooperation Commission is established for the elaboration and implementation of cooperation programmes.
