The use of land consolidation on customary lands has been limited, though land fragmentation persists. Land fragmentation on customary lands has two main causes—the nature of the customary land tenure system, and the somewhat linked agricultural system. Since attempts to increase food productivity on customary lands have involved fertilisation and mechanisation on the small and scattered farmlands, these approaches have fallen short of increasing food productivity.

Companies and governmental agencies are increasingly seeking ways to explore emerging trends and issues that have the potential to shape up their future operational environments. After a careful review of previous literature on the detection of future signals through text mining, we propose the use of topic models to enhance the interpretation of future signals.

Accordingly, this study analyzes the Voice of Citizens data relating to land administration in an attempt to identify characteristics of civil complaints in the spatial sector that are unique to land administration. This research builds geospatial Database by combining civil complaint data and spatial information to the analysis of interest of the civil complaint area in order to identify the major keywords on the map.

This study conducts an academic and practical surgery of the problem of land rights
administration in the pre-colonial, colonial, independent and modern Kenya. At the core of the
statement of the problem of the study lie issues of land tenure and sanctity of land titles in
Kenya. Amazingly, the issues that form the nuclei of the “Land Question” in Kenya are closely
intertwined with the socio-economic and political climate prevailing in the country. Hence, the
study confronts the problem from the policy, legal-constitutional and institutional dimensions.
