This Proclamation provides rules relative to spatial and development planning in urban centres in Ethiopia. It establishes a legal framework in order to promote planned and well developed urban centres and regulates and facilitates development activities in urban centres to enhance economic development of the country.
La présente loi porte la réglementation relative aux villes et autres agglomérations importantes. L’article 1er établit que toute localité de 10.000 habitants et au-dessus est tenue d'avoir un projet d'aménagement.
La présente loi crée un Comité Local de Développement pour chaque District (ensemble plusieurs Communes). Ensuite, elle octroi à chaque district un Fonds Local de Développement au profit des Collectivités Territoriales Décentralisées de base.Le programme de développement local est conjointement élaboré par le Député, le Chef district, les Maires, le Président des conseillers municipaux, et de représentants du Service Territoriaux Déconcentrés suivant les normes exigées par l’urbanisme et le plan d’aménagement du territoire.
La présente ordonnance a pour objet de fixer les conditions et modalités de concession et de cession des terrains relevant du domaine privé de l’Etat destinés à la réalisation de projets d’investissement.
Article 3 (1) establishes minimum and maximum land areas of land plots allotted for individual housing construction as follows: in rural areas minimum land area – 0,10 ha, maximum – 0,25 ha; in urban areas minimum land area 0,06 ha, maximum – 0,25 ha.

This Regional Law shall have as its purpose ensuring the right of citizens to favorable environment, thus ensuring favorable conditions for vital activity of citizens, and delimits plenary powers between city state bodies, local government and municipal units in the sphere of improvement of natural environment. Improvement of natural environment shall be intended a series of arrangements related to land-use planning within urban areas in accordance with land-use planning scheme.

This Regional Law determines composition and elaboration of the regional land-use planning scheme with a view of development of the regional territory. Territorial land-use planning scheme shall be based on the totality of social, economic, ecological and other factors with a view of sustainable development of the territory. Land-use planning project shall include regulations on territorial planning and mapping of objects projected for location, description and characteristics of land areas and names of urban, municipal districts and inhabited areas.
This Decree provides for land use planning and plans; land recovery, compensation, support and resettlement in case of land recovery by the State; land prices and land rent rates; order of, and procedures for land recovery, allocation and lease; issuance of certificates of land use rights and ownership of house and other assets attached to land, and land use duration extension; and for land development funds.The Decree specifies the contents of land use planning at the national, provincial, district and commune level.
This Order establishes the modalities and common principles of formation and keeping unified state register of objects of cultural heritage that include parks and gardens located on urban land. Unified state register represents information system including database of the objects of cultural heritage. This Order contains registration form (Annex 1) of the objects of cultural heritage.
