Land tenure is a particularly important issue in Asia, a region most prone to natural disasters and the impacts of climate change and home to the world’s poorest who depend on land for their lives and livelihoods. However, public understanding of the links between climate change, disasters, and land tenure is still very limited, even among civil society organizations.

This publication is a product of the GEF-funded FAO project ‘Decision Support for Mainstreaming and Scaling Out Sustainable Land Management (DS-SLM)’ which has developed a decision support framework (DSF). The DSF integrates experience from work with land degradation (LD) and SLM into an overall strategy for mainstreaming and scaling out SLM at different spatial and temporal scales. This publication serves as a step-by-step guide for the application and implementation of the DSF during planning, design and implementation of SLM interventions.

The Paris Agreement aims to strengthen the global climate change response by increasing the ability of all to adapt to adverse impacts of climate change and foster climate resilience. 

Countries face severe local and global climate risks with grave social, economic, and environmental costs. Given a significant portion of global emissions are a result of agriculture, forestry, and other land-based investments, governments can mitigate climate risks by ensuring these investments contribute to, rather than undermine, national and global climate goals.

context and backgroundDespite the robustness of various land instruments and legal and institutional regulations on various sectors, Tanzania’s land distribution-related policy implementation and practice is facing numerous challenges. Tanzania is not only experiencing poor land conditions, but also poor land management and ineffective policy implementation. Areas of concern includes public policy actions on land conflicts; settlements and housing problems; and conflicting demand for land for mining, large scale agriculture, conservation, tourism, ranching and pastoral nomadism.

Land is an essential natural resource for climate mitigation and peace. It is commonly connected with sources of GHG emissions and with drivers of (violent) conflict. Therefore, climate mitigation and peacebuilding strategies are co-designing sustainable land-use systems (SLUS) with affected communities to integrate land-based climate mitigation and peacebuilding objectives. SLUS is practiced within agricultural production systems that meet sustainability principles (environmental, social, and economic).

This annual report presents highlights from the wide variety of our achievements over 2019 through which we contribute to sustainable land use, inclusive governance, and responsible business and finance, as building blocks of climate-smart landscapes.

This Policy Brief provides scientifically sound guidance for decision-makers to help promote social learning in policy instruments and to foster synergies and address trade-offs among the multiple objectives of sustainable land use systems
