The Regulations establish a scheme (the “Environmental Stewardship”) under which the Secretary of State may make grants for the management of land. Regulation 3 enables the Secretary of State to make a grant to any person who enters into, and complies with, the conditions of an environmental stewardship agreement with the Secretary of State. The agreement must require the beneficiary to carry out an activity which is conducive to a specified purpose on land in which he has an interest. It also provides for the variation of the conditions of such agreements.

The system of soil monitoring of agricultural land is a component of the state system of environmental monitoring and represents the system of observation, collection, processing, transfer, storage and analysis of information regarding variation of indices of the qualitative composition of soil, its fertility, elaboration of scientifically substantiated recommendations as regards decision-making for the prevention of negative processes and liquidation of the consequences thereof.

Decree on soil improvement.

The present Decree lays down provisions on soil improvements. Subject to available funds, the State promotes and supports undertakings and enterprises which aim to improve soil conditions. Therefore land reclamation will be carried out with a view to fertilize unusable land as well as to reinstall destroyed land. In order to carry out soil improvements all interested parties must form a cooperative authorized by the Canton.

Underflooding is a natural phenomenon that reduces soil fertility. This Protocol has been adopted by the Contracting Parties to implement the Alpine Convention as regards soil conservation. The Protocol takes into account the functions of the Alpine soil as a natural resource, as an archive of natural history, as a location for agricultural use including pasture farming and forestry and as a source of raw materials.
